Ok it takes him between 3 and 4 frames to cover the 30 feet between two white lines. The video is at 30fps, and the space between the lines is 30 feet. So we would have to do the math at both speeds then take the average of both times to find the estimated speed.

At 3 frames the math is

30/3 = 10 * 30 Feet = 300 Feet Per Second. * 60 = 18,000 Feet Per Minute. * 60 = 1,080,000 Feet Per Hour. / 5280 = 204.5454545454545 repeating Miles Per Hour (Maximum Speed)

At 4 frames the math is

30/4 =7.5 * 30 Feet = 225 Feet Per Second. * 60 = 13,500 Feet Per Minute. * 60 = 810,000 Feet Per Hour. / 5280 = 153.4090909090909 repeating Miles Per Hour. (Minimum Speed)

Then we average to find the estimate

204.5454545454545 + 153.4090909090909 = 357.9545454545454 / 2 = 178.9772727272727 Miles Per Hour (Estimated Speed)

I would call it 180 MPH.

It's better to have all the information available even halfway is an estimate due to it not being shot in 60fps. This way we have a max speed and minimum speed shown as well.
