It was designed with the Mikoyan MiG-29 as its complement.
OKB-51 was supposed to make the rocket, but soon the work was assigned to A.I. Mikoyan.
When founding the OKB Mikoyan-Gurevich, Artem Mikoyan and Mikhail Gurevich used two basic designs
from their former employer Polikarpov.
